§ 54-10. Disposal of septic tank pumpage.

  • (a)

    Discharge at wastewater treatment plant required. No septic tank pumpage shall be dumped, discarded or discharged or otherwise disposed of within the corporate limits of the city except at the city wastewater treatment plant upon the conditions provided in this section.

    (b)

    Fee for discharge at wastewater treatment plant. Any person discharging septic tank pumpage at the city wastewater treatment plant shall pay the sum as provided by the city commission by resolution.

    (c)

    Determination of truck capacity; receipts and tickets.

    (1)

    All trucks dumping septic tank pumpage at the city wastewater treatment plant shall be considered full and the charges imposed by the city shall be based upon the full capacity of the truck, which capacity shall be determined by the city personnel and shall be painted on the body of the truck by the owner and/or operator of the vehicle.

    (2)

    The capacity of all trucks carrying septic tank pumpage for discharge in the city wastewater treatment plant shall be certified by the personnel of the city wastewater treatment plant through the use of a water meter located at the plant.

    (3)

    Truck operators using the city wastewater treatment plant for the discharge of septic tank pumpage shall be responsible for obtaining receipts for full load quantities or tickets in 100-gallon units from the utility accounting department, which receipts or tickets will be collected at the city wastewater treatment plant when each load of septic tank pumpage is discharged.

    (d)

    Hours and days for disposal at wastewater treatment plant.

    (1)

    The city wastewater treatment plant shall be available for the dumping of septic tank pumpage between the hours of 7:30 a.m. and 4:00 p.m., Mondays through Fridays. Special arrangements for dumping on Saturdays, Sundays and holidays can be made with the personnel at the wastewater treatment plant, in which event the charges for dumping of septic tank pumpage at the city wastewater treatment plant on Saturdays, Sundays and holidays shall be as provided by the city commission by resolution.

    (2)

    The dumping of septic tank pumpage at the city wastewater treatment plant shall not be permitted when, in the judgment of the wastewater treatment plant superintendent, the dumping would seriously hamper and impair the operations of the plant.

    (e)

    Regulations governing amount of grease. The city utilities department shall have the right to establish regulations governing the amount of grease included in septic tank pumpage which is to be accepted and discharged at the city wastewater treatment plant.
