§ 2-36. Procedures for adoption of ordinances; effective date of ordinances.

  • (a)

    All ordinances may be introduced at any regular or special meeting of the commission.

    (b)

    Except as provided in F.S. § 166.041(3)(c), a proposed ordinance may be read by title, or in full, on at least two separate days and shall, at least ten days prior to adoption, be noticed once in a newspaper of general circulation in the city. The notice of proposed enactment shall state the date, time, and place of the meeting; the titles of proposed ordinances; and the places within the city where such proposed ordinances may be inspected by the public. The notice shall also advise that interested parties may appear at the meeting and be heard with respect to the proposed ordinance.

    (c)

    A proposed ordinance may be referred to the rules, laws and ordinances commissioner and if so referred he shall report thereon before or at the next regular meeting of the commission. All ordinances shall go into effect immediately upon their approval by the mayor, passage over his veto, or otherwise becoming an ordinance, unless a different time shall be specified in such ordinance.
