§ 20. Composition.

  • The legislative powers of said city shall be vested in the city commissioners, composed of five members, the term of office of whom shall be as herein prescribed; they shall elect one of their members to be chairman, who shall preside over the meetings of the city commissioners and shall have power to enforce such rules and regulations as may be adopted by the city commissioners, and in his absence, said city commissioners shall elect a chairman pro tem, who shall have the same power and exercise the same authority as the chairman would have if present. Provided, wherever in said Laws of Fla. ch. 13426(1927) [1927 Charter as compiled herein], the word "president" shall appear, the word "chairman" shall be substituted; and wherever the words "president pro tem" shall appear the words "chairman pro tem" shall be substituted.
