§ 18. Ballots; instructions; posting list of electors.

In all elections hereafter held in the city, the voting shall be by secret official paper ballot. The printing of said paper ballots, together with cards of instructions to voters, shall be paid by the City of Starke and the voting shall be in every other particular conformable to the statutes of the State of Florida governing general elections, and the city is hereby required to provide the card of instructions to voters as therein required.
