§ 82-325. Definitions.

  • The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Building permit means the approval issued by the City of Starke that authorizes the construction, placement, installation or expansion of a building, dwelling, mobile home, recreational vehicle or other structure on a site.

    Capital improvements means land, improvements to land, the construction or new roads, the expansion of existing roads, the instillation of traffic control devises, buildings, expansions of buildings, contents of buildings, vehicles, equipment, weapons, and communications equipment, all with an expected use life of three years or more, that expand the capacity of the City of Starke to serve the need of new development.

    Development order means a regulatory approval by the City of Starke pertaining to the development of land.

    Feepayer means a person applying to the City of Starke for the issuance of a building permit.

    Fire protection means the provision of all fire protective and rescue services by City of Starke.

    Heated residential floor area means that area of a residential dwelling unit that is heated or air conditioned or is designed to be heated or air conditioned. This area shall include any heated floor area within accessory buildings.

    Mobile home or recreational vehicle lot or space means the area of land within either a mobile home park or a recreational vehicle park this has been approved for the instillation of a mobile home or a recreational vehicle.

    Non-residential floor area means the total area of all floors of a nonresidential building as measured to the exterior walls and including halls, stairways, elevator shafts, attached garages, porches and balconies, open areas, decks or walkways not covered by a roof and which are used for some business related purpose.

    Parks means the City of Starke park and recreational areas and facilities.

    Police protection means the provision of law enforcement and police protective services by the City of Starke.

    Public buildings means the buildings owned or leased by the City of Starke for the purpose of providing public services within the City of Starke excluding buildings for fire protection, police protection and parks. "Public buildings" includes the land on which those buildings sit, improvements to that land, and equipment and contents of those buildings.

    Residential dwelling unit means a structure that is designed to be occupied by humans and includes single family detached, single family attached, multifamily, duplex, townhouse, condominium, manufactured housing, mobile home, recreational vehicle and any other type of dwelling.

    Roads means the system of arterial and collector roads within the City of Starke. Road, as used in this division, shall have the same meaning as set forth in F.S. § 334.03(17).
