§ 102-6. Responsibilities of utilities director, city commission and city clerk.

  • (a)

    Supervision of meter readers. Meter readers shall report to the utilities director and shall receive instructions from the utilities director only.

    (b)

    Setting of deposits. The city commission shall be responsible for setting deposits for all utilities according to the Charter.

    (c)

    Billing. The city clerk shall place bills in the mail by the first day of each month and shall deliver to the utility director on the 21st of each month the complete list of each uncollected utility account. The uncollected accounts mean those not collected by the 21st of each month pertaining to utilities. The meter readers shall proceed, upon receipt of the uncollected accounts list from the utility director, to effect collection or discontinue service by the last day of the month in which he receives the uncollected accounts list. Should any person be bonded while serving in an official capacity of the city and violate any of the provisions of this section, the bonding company shall be held liable.

    (d)

    Radio base station. The radio base station shall be in the office of the utilities director and it is his responsibility to carry on the communication system pertaining to the utility department, and in case of disaster the city clerk shall have use of the radio base station to carry on communications and direct the city's business along with the city commission members.
